Charlie Thomas - who was celebrating his birthday - was playing with his new kite the following day when he noticed the cone in a playing field and put it on, pretending it was a wizard's hat. Charlie dashed over to show his parents but it wouldn't budge when they tried to take it off.They rang 999 and had to wait 45 minutes before fire fighters in Cullompton, Devon, arrived. It took them a further 30 minutes to remove the cone, using small levers, cutting tools and pliers.
His mother Louisa, 34, said: "He looks quite sorry for himself in the photo and he's not going to thank me when he sees that in the future."
